Will IC be accessible on handheld devices such as ipod touches? If so, will we be able to do such tasks as taking attendance and grading on the handheld device?

If you have internet access it will work. See the Mobile Browser Requirements link on the right hand side of the web-site for all he specifications for mobile devices and functions you can perform on mobile IC.
